Innovative Use of Big Data and Analytics

The Chesapeake Health Department established a collaboration with the Old Dominion University (ODU) Center for Global Health (CGH) that allows graduate students under supervision of faculty to review data collected through programs such as BabyCare and WIC.

Students conduct predictive analysis based on case-control to examine the outcomes of the program. This collaboration provides practical hands-on experience to students through practicum projects, provides human resources and technical expertise support for the health department, and increases student success and builds their capacity to engage in public health research.

Prior to implementation of this program, leaders had been collecting data on different set of indicators; however, no review was done due to the lack of analytical skills for predictive analysis, interpreting quantitative, and statistical software use.

At the start of the collaboration, the CGH and Chesapeake Health Department established a business agreement through which the health department provides the data and the CGH is responsible to conduct the research.

In addition, both entities established a data sharing agreement. All parties agree to adhere to all security standards regarding data storage and transmission, prohibit and prevent redistribution the data to any other entity not covered by the agreement, and prevent the storage of data on mobile or portable storage.
